  18. <p>     The Governors of the economically beleaguered Northeast are
  19. calling it quits. First Michael Dukakis, surveying
  20. Massachusetts' shattered miracle, announced he would not seek
  21. re-election this fall. Then Connecticut Democrat William
  22. O'Neill said he had no taste for the difficult campaign he
  23. faced after hiking the sales tax to 8% and chopping $600
  24. million out of the state's $7 billion budget.
  25. </p>
  26. <p>     The latest dropout is Democrat Madeleine Kunin of Vermont,
  27. who announced last week that she will not seek a fourth term.
  28. She has been forced to cut social programs and propose a 3%
  29. income tax hike. Kunin blames Washington for "telling the
  30. American public they can have it both ways: no tax increases
  31. and increased social services. Unfortunately, Governors can't
  32. play by these rules."
